Our phones can track us obviously. What's the need for a implanted tracking chip when almost everyone carries a smartphone?
Get the people addicted to them, they won't even assume its a danger.
We are tracked every day by many many types of tech. Why would someone waste time putting expensive chips into people when the easy solution is letting them play into it themselves?
