This guy made the Digg front page 2 months ago for giving away 16,000 GNU Linux computers to poor people, and not long after that, he was investigated by local branch of the California bureaucracy that investigates toxic waste. They are now claiming that he must prove that he is not a toxic waste dump, or he will be fined into oblivion!
