Everytime George W. Bush does or says something stupid, it's always a thought in the back of my mind that he's doing it as a ruse. Keep the people thinking you're a moron, and they won't take you as seriously. And then, a lot of the heat comes off onto Dick Cheney and Karl Rove, among others. I've seen this happen a lot over the last few years.
