President Bush did not consult with the Justice Department or special prosecutor Patrick Fitzgerald before commuting the sentence "Scooter" Libby. He also rebuffed anyone appealing from Libby. Bush ignored the usual process of running requests through Justice Dept. lawyers and instead made his "own evaluation."
