House approves sweeping ethics bill

Ironically, the ethics measure, billed as opening up government, was drafted in secret. The Senate approved a bill to overhaul lobbying rules in January, and the House acted in May. But Democrats were stymied by a procedural roadblock set up by Sen. Jim DeMint (R-S.C.), who contended the new rules to spotlight earmarks weren't strong enough....
