Secretary Peters blames congressional misuse of funds for problems with infrastructure, but information from her own department says that the states have been sending BILLIONS of dollars back! Nearly $77 "B"illion last year, and over $25 "B"illion THIS year SO FAR...Maybe she could look at the data before blaming other causes.
