We all have to remember that the most significant motive behind the US/UK war and the follow up occupation of Iraq was to ensure their full control over Iraqi oil reserves. So neither the US/UK Administrations nor the big IOCs or their friends are going to give up the fight simply because of the internal Iraqi factors which delay the new oil law.
