Bushvilles: The new Hoovervilles, rapidly expanding

President Hoover refused to take legislative action to deal with the crisis because he believed it would make people more reliant on the government. Instead he tried to encourage public-private partnerships, which failed miserably. It was these policies that led to what history now knows as Hoovervilles. Those Hoovervilles have become Bushvilles.
